Senator Taylor moved and asked unanimous consent that the vote on              
the passage (page 3815) and the vote on the reconsideration (page              
3816) of SENATE CS FOR CS FOR HOUSE BILL NO. 254(RLS)

providing for an effective date" be considered the vote on the
